Local Government Fire & Rescue Service: Multi‑Site PPM Condition Surveys

  1. Project Summary

As part of wider programme our Manchester Building Consultancy team delivered comprehensive PPM condition surveys across four Fire & Rescue Service sites.

All surveys were undertaken in fully live, emergency response environments with zero interruption to 24/7 service. Outputs included a unified asset register, risk‑ ‑prioritised defects, lifecycle modelling and a costed 30year maintenance plan to support strategic investment. The project demonstrates our extensive experience with UK and island‑ based fire‑ service‑ estates.

The budgets were clearly defined and agreed at the outset, and the project was delivered fully within the approved budget. As this type of work is undertaken on a fixed‑fee basis, cost certainty was maintained throughout and there were no unexpected increases in the final project cost.

  1. How Delivery Was Maintained

Delivering a multi station PPM condition survey required careful planning to preserve the readiness at all times‑. Our longstanding experience working with UK fire authorities including surveys of stations, training centres, appliance bays‑ and headquarters facilities enabled us to apply proven, resilient methodologies.

Operational Continuity‑ Planning

We started with an operational readiness mapping exercise for all four stations, conducted in collaboration with station managers and the central estates team. We assessed response times, peak‑ activity windows, crew availability, appliance movements and any planned training sessions. From this we created location‑ specific‑ plans. This ensured each station remained 100% operational throughout.

Digital Data Capture & Quality Assurance

All four stations were surveyed using structured digital templates tailored to fire s‑ervice assets. Real‑time cloud uploads enabled rapid technical review, ensuring coding consistency across geographically dispersed sites. Weekly progress dashboards kept the client updated and allowed early visibility of emerging risks.

ESG and Sustainability Integration

We embedded carbon and energy related insights throughout the survey. Opportunities identified included LED upgrades for appliance bays, improving thermal performance of ageing station fabric, enhancing ventilation efficiency, and exploring low‑ carbon heating options suitable for the island. These findings were integrated into the PPM models to support the Isle of Man’s decarbonisation objectives‑.

Final Deliverables

The outcome was a unified estate ‑wide dataset and a fully costed 30year PPM plan covering statutory compliance, lifecycle needs, operational‑ ‑critical components and energy improvement opportunities—providing a clear, strategic roadmap for asset investment across all four fire ‑stations.
