Large, Northern Local Authority: Planned Preventative Maintenance Surveys
Delivering a multi-year programme of Planned Preventative Maintenance (PPM) condition surveys.
-
Project Summary
We are delivering a multi‑year programme of Planned Preventative Maintenance (PPM) condition surveys across our Council clients diverse operational estate. The contract, which commenced in early 2025, covers civic buildings, neighbourhood hubs, libraries, community facilities and operational depots. Our surveys focus on building fabric, statutory compliance, accessibility and lifecycle planning, all completed while buildings remain fully in use. Outputs feed into a centralised digital asset database and a prioritised 10‑year investment strategy aligned with the Council’s maintenance, risk‑management and sustainability objectives. The programme is ongoing and continues to support informed decision‑making.
The budgets for this instruction were also clearly defined and agreed at the outset, and the project was delivered fully within the approved budget.
Strategic Mobilisation & Phasing
At contract commencement, we undertook a joint mobilisation exercise with the Council’s estates team. This included:
- Mapping building operating hours and public‑access requirements
- Prioritising surveys based on statutory risk, known condition issues and service dependency
- Clustering properties geographically to reduce travel emissions and maximise efficiency
- Establishing communication protocols to ensure smooth access and visibility of daily/weekly progress
This planning phase positioned the programme to run efficiently while supporting the Council’s ESG goals through reduced travel, optimised routes and low‑impact working practices.
Fabric, Compliance & Lifecycle Expertise
With a focus on building fabric and statutory compliance, our surveyors assessed:
- Roof coverings, drainage, building envelope integrity and structural elements
- Fire‑safety provisions, emergency egress, compartmentation and signage
- Floor, wall, ceiling and joinery condition
- External hard‑landscaping and access routes
- Compliance with key building safety requirements and accessibility standards
- Fabric‑related opportunities to reduce carbon and improve thermal performance
Lifecycle modelling captured long‑term cost requirements, providing the Council with a clear investment roadmap.
ESG, Carbon & Sustainability Integration
Sustainability is embedded throughout the contract. Our surveys identify:
- Thermal‑fabric improvements
- Air‑tightness and insulation opportunities
- Low‑cost carbon‑reduction measures
- Renewable‑ready building elements
- Opportunities to extend building lifespan through repair rather than replacement
Efficient route planning, reduced vehicle movements and engagement with local suppliers further contribute to environmentally responsible delivery.
Ongoing Programme Benefits
The ongoing programme continues to provide:
- A consistent, structured evidence base for investment
- Greater understanding of risks and compliance requirements
- Improved estate‑wide asset visibility
- Long‑term cost certainty tied to a clear strategic plan
- ESG‑aligned insights supporting the Council’s Net Zero pathways
